Changes to 2023-2024 Proposed Budget of Disbursements and Transfers

  • Increase of $60,500 for the payment of restricted opioid settlement proceeds to Sarpy County per newly adopted interlocal agreement.

Changes to 2023-2024 Necessary Cash Reserve

  • Decrease of $33,825 of spendable personal and real property tax to maintain the tax levy as originally presented with a 7.51% rate decrease from the current year’s levy based on the final certified value being lower than the preliminary value. 
  • Net decrease of $8,723 from the other two entities of the fire MFO agreement based on the allocation as calculated on final certified values of each party. 
  • Net decrease of $35,500 to restricted opioid funds to be paid under the interlocal.

Changes to 2023-2024 Total Resources Available

  • Decrease of $33,825 of spendable personal and real property tax to maintain the tax levy as originally presented with a 7.51% rate decrease from the current year’s levy based on the final certified value being lower than the preliminary value. 
  • Net decrease of $8,723 from the other two entities of the fire MFO agreement based on the allocation as calculated on final certified values of each party. 
  • Increase of $25,0000 to restricted opioid funds anticipated to be received.

Change to total 2023-2024 Personal & Real Property Tax Requirement

  • Decrease of $34,166 to maintain the tax levy as originally presented with a 7.51% rate decrease from the current year’s levy based on the final certified value being lower than the preliminary value. This decrease is also shown as a $25,412 decrease to Personal and Real Property Tax Required for Non-Bond Purposes and $8,754 decrease to Personal and Real Property Tax Required for Bonds.

Change to Unused Budget Authority Created for Next Year 

  • Net increase of $411,383.03.  
    1. Net decrease to restricted funds $34,242 resulting in an increase to unused budget authority.
      • Increase to interlocal exceptions related to fire MFO $8,743.
      • Net decrease of $34,166 (including $341 of county collection fees) to property tax with no offsetting exemption.
      • Decrease to bonded indebtedness exception by $8,667 for amount no longer paid for by restricted funds.
    2. Increase of $377,141.03 to allowable increase based on the actual growth allowable being higher on the final certified value for the City.
