City Attorney

Alan Thelen was appointed to serve as the City Attorney for the City of Papillion in 2019. Before joining Papillion, Alan served as a Deputy/Assistant City Attorney for the City of Omaha for 28 years. Alan holds a bachelor of arts degree in Political Science from Creighton University, and a law degree from the Creighton School of Law.

The City Attorney’s role is to provide legal counsel to the Mayor, City Council, Administration, City department heads and commissions. The City Attorney is responsible for a variety of functions, including prosecuting and defending City-related litigation, enforcing and interpreting City Code, creating and reviewing legal documents, investigating complaints and initiating lawsuits or prosecution as appropriate, and enforcing ethical rules applying to City officials, departments, and boards.
