NOTICE IS HEREBY GIVEN that a meeting of the Municipal Facilities Corporation of the City of Papillion, Nebraska will be held at 6:30 p.m. on March 2, 2021, in the Chrysalis Event Center at Papillion Landing, 1046 W Lincoln St, Papillion, NE 68046. This meeting will be open to the public. Attendance in the Event Center may be limited or staggered, based on social distancing guidelines. Public comment can always be provided in writing via email or letter prior to the meeting. Such comments can be addressed to cityclerk@papillion.org or City Clerk, City of Papillion, 122 E 3rd St, Papillion, NE 68046. CITY OF PAPILLION NOTICE OF PUBLIC HEARING

Notice is hereby given that the City Council of the City of Papillion will hold public hearings on the 2nd day of March, 2021, at 7:00 PM in the Chrysalis Event Center at Papillion Landing, 1046 W Lincoln St, Papillion, NE. The purpose of these hearings is to consider approval of the following:

ORD. 1925 – An ordinance to amend Papillion Municipal Code Chapter 117 to amend the number of allowable fireworks permits based on population and to create a scoring process for selection of licensees

ORD. 1926 – An ordinance to amend Papillion Municipal Code Chapter 117 to provide for clarification of who can perform work related to the issuance of a fireworks permit and to require an affidavit stating compliance

CITY OF PAPILLION NOTICE OF PUBLIC HEARING

Notice is hereby given that the City Council of the City of Papillion will hold a public hearing on the 2nd day of March 2021, at 7:00 PM in the Chrysalis Event Center at Papillion Landing, 1046 W Lincoln St, Papillion, NE to consider:

Ordinance No. 1912 – A request to amend Article XXXVI (Off-Street Parking) of Chapter 205 (Zoning Ordinance) having to do with Off-street Parking. The applicant is the City of Papillion. (Off-Street Parking Regulations Amendment)

Ordinance No. 1922 – A request to amend § 166-29 (Cutting Curb) of Article III (Curbs and Gutters) of Chapter 166 (Streets and Sidewalks Regulations) of the Papillion Municipal Code having to do with the adoption of regulations for driveway and on-street parking location, design, and construction. The applicant is the City of Papillion. (Driveway and On-Street Parking Regulations Amendment)

Ordinance No. 1923 – A request to amend § 205-208(C) of Article XXXIII (Supplemental Use Regulations), of Chapter 205 Zoning Regulations having to do with accessory uses for Civic use types. The applicant is the City of Papillion. (Accessory Uses for Civic Use Types Amendment)

Ordinance No. 1924 – A request to amend (1) Table 205-38 (Permitted Uses Table) of Article IV (Zoning District Regulations) to allow Multiple-Family Residential in the CC Community Commercial District by Special Use Permit and (2) § 205-89 (Site Regulations) of Article XIV (Community Commercial District) to adopt site regulation for Multiple-Family Residential. The applicant is Collective Development. (Multiple-Family in the CC District Amendment)

RES. #R21-0035 – A request for a Special Use Permit to allow Multiple-Family Residential as a principal use on the property legally described as Lot 29A, Huntington Park Replat, generally located at 1409 E Gold Coast Rd. The applicant is Collective Development. (Liberty Lodge Special Use Permit)

PAPILLION WELLFIELD ELECTRICAL UPGRADE 77 SERIES WELLS

Sealed proposals will be received by Nicole Brown, Clerk of said City, at Public Works Bldg., 9909 Portal Road, Papillion, Nebraska 68046, until 11:00 a.m. on the February 23, 2021, for the furnishing of all labor, materials, use of Contractor’s equipment, plant and all else necessary to construct properly all of the improvements within Papillion Wellfield Electrical Improvement for the City of Papillion.

At such hour, or as soon as practicable thereafter, the City of Papillion will proceed to publicly open, in the presence of all bidders, and consider the bids received for the furnishing of such labor, materials and equipment necessary for the proper construction of such improvements.

The extent of the work consists of the construction or other effectuation of the items listed below and other related preparatory and subsidiary work from issuance of the Notice to Proceed.

All work called for in the drawings and specifications shall be furnished in strict accordance with the drawings and specifications prepared by Farris Engineering, Design Engineers for the City and now filed in the office of the City Clerk of Papillion at Public Works Bldg., 9909 Portal Rd., Papillion, Nebraska 68046, and bids will be received only upon the Proposal form furnished through the Contract Engineer of the City.

Each bid must be accompanied in a SEPARATE SEALED ENVELOPE (i.e. not sealed inside bid envelope either) by a certified check drawn on a bank whose deposits are insured by the Federal Deposit Insurance Corporation in the amount of 5% of the bid submitted, payable without condition to the Treasurer, City of Papillion, Nebraska, or a bid bond for a like amount as evidence of good faith of the bidder and as agreed upon liquidated damages to the City of Papillion in the even the bidder whose proposal is accepted by the Mayor and City Council fails to enter into contract within ten (10) days after Notice of Award and furnish acceptable bond to complete the work and pay for all labor done and materials used, such bond to be in the amount of 100% of the total bid price.

No bidder may withdraw his proposal for a period of forty-five (45) days after the date set for the opening of bids.

The City of Papillion, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, herby notifies all bidden that it will affirmatively insure that in any contact entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin, sex, age and disability/handicap in consideration for an award.
