NOTICE IS HEREBY GIVEN that a meeting of the Mayor and City Council of the City of Papillion, Nebraska will be held at 7:00 p.m. on August 20, 2019, in the City Hall Council Chambers, 122 East Third Street, Papillion, NE 68046. This meeting will be open to the public. An agenda for the meeting is kept continuously current and available for public inspection at the office of the City Clerk. Notice is hereby given that the City Council of the City of Papillion will hold public hearings on the 20th day of August 2019, at 7:00 PM at the City Hall Council Chambers, 122 East Third St., Papillion, NE 68046 to consider:

RES. #R19-0158 – A request to approve a Comprehensive Plan Amendment to adopt the Growth Management Plan to be used for development of the Master Plan for the Sarpy County Cities Wastewater Agency. The applicant is the City of Papillion. (Growth Management Plan)

RES. #R19-0159 – A request to approve The Cities’ Future Growth and Development Areas within Sarpy County, Nebraska map, which map shall define the proposed boundaries of the City of Papillion’s future growth and development based on documented population and economic growth trends and projected patterns of land development and infrastructure improvement. RES. #R19-0161 – A Preliminary Plat for the property legally described as Lots 1 and 2, Schewe Farms Replat 2 and Outlot D, Schewe Farms, subdivisions, as surveyed, platted and recorded in Sarpy County, NE, generally located on the NW corner of S 120th St and HWY 370. CITY OF PAPILLION

NOTICE OF PUBLIC HEARING

Notice is hereby given that the Papillion City Council will hold a public hearing on the 20th day of August, 2019 at 7:00 PM at City Hall. The purpose of the hearing is to consider an $11,373,707 net increase to the current expenditures and a $16,554,295 increase to revenues to the City’s 2018/2019 budget. The amendment also decreases beginning cash by $1,543 to actual cash and investments at September 30, 2018. The amendment increases the necessary cash reserve by $3,302,775. There are four major components of the revenue increase: 1) $4,725,000 of the increase is for the refunding of bonds to save on future interest costs, 2) $5,997,300 increase to commercial building permits and reviews, 3) $2,749,605 cash and investments to be received from annexed SIDs, and 4) $2,739,000 of transfer in other than surplus fees between the General Fund and the Capital Improvement Fund. The other increases are various grants and donations, other fees and interest income. The major expenditure increases are a result of annexation, including the refunding of outstanding bonds received at annexation for a future savings on interest expense, costs associated with grants and donations being received, and various street projects. The net result of the changes increased the necessary cash reserve by $5,178,743. The items in the amendment were unforeseen and unanticipated at the time the previous budget was adopted. A detailed listing of the specific amendments for this action shall be kept continually current and available with Nancy Hypse, Director of Finance, for public inspection upon request.

A Preliminary Plat, Change of Zone from AG Agricultural to LI Limited Industrial, and Large Project Special Use Permit for the property legally described as a tract of land located in the W ½ of the NW ¼ of Section 2, T13N, R11E of the 6th P.M., Sarpy County, NE, generally located on the SE corner of S 156th St and Schram Rd.
